Some people have maintained contact with tribal culture, traditions, and reservations, while others have not.
Historically, although variance existed in customs of different tribes, most tribal cultures automatically recognized as full tribal members people who were the child of a tribal member, outsiders adopted into the tribe, outsiders who married tribal members, and captives and slaves who were adopted into the tribe.14 Tribal enrollment and "blood quantum" issues today have their origins in the "land allotment" policies that went into effect after the reservation systems15 were established.
Some individuals enter prison with a firm foundation of tribal cultural and religious beliefs, whereas others enter with little or no background.
For purposes of illustration, these roles or role positions are organized along a continuum (Figure 14.1) based on the offender's personal commitment either to Native American/tribal cultural values or those of the dominant society.
